SemanticBits is on the lookout for a dynamic individual to take the reins as a Project Manager in their Customer Experience delivery team. This role involves the critical task of realizing a product vision and ensuring the successful execution of the iQIES project, supporting the Centers for Medicare and Medicaid Services (CMS).
Role and Responsibilities:
The chosen candidate will have the opportunity to manage a range of tasks including project management, team leadership, and stakeholder engagement. The key responsibilities include:
- Managing Work Execution: Oversee the planning, execution, and delivery of all tasks performed by a stable team. This encompasses defining project charters, developing project structures, and ensuring proper operations turnover.
- Team Building: Lead and build high-performing teams, fostering strong relationships with colleagues, stakeholders, vendors, customers, and team members.
- Continuous Improvement: Facilitate growth plans for the team in various domains such as Operational Excellence, User Experience, and the use of Customer Insights.
- Stakeholder Engagement: Engage with stakeholders to provide accurate progress reports, communicate risks, successes, and failures.
- Collaboration: Maintain a close working relationship with internal product owners, the scrum team, and other stakeholders, including product end users.
- Sprint Management: Lead working sessions to discuss scope, schedule, and requirements with product owners and assist Development Product Owners with prioritization, risk management, and scope.
- Agile Execution: Manage lightweight, living planning documents, like an Agile Product Roadmap, and conduct Scrum ceremonies such as Backlog Grooming, Sprint Reviews, and other Sprint/ART related events.
- Scrum Principles: Ensure development teams work toward the core Scrum principles of collaboration, prioritization, team accountability, and visibility. Establish a shared product vision across development teams and product owners, leading CX execution within a Scaled Agile Framework (SAFe).
Basic Qualifications:
- Bachelor’s degree required, master’s degree preferred, and highly correlated certifications desired.
- A minimum of three (3) years’ experience as a Project Manager, Scrum Master, Product Owner, or Product Manager for a software development team.
- Must be able to obtain and maintain a Public Trust clearance.
- Must reside in the US, be authorized to work in the US, and work must be performed in the US.
- Must have lived in the United States 3 of the last 5 years (required by federal government for the position).
Professional Skills:
- Hands-on experience managing the workload of one or more Scrum teams in various contexts.
- Continual education in Scrum, including training, conferences, user groups, or self-study.
- Knowledge of other Agile methodologies like Kanban.
- Experience with Agile techniques: User Stories, TDD, BDD, Continuous Integration, Continuous Testing, Continuous Delivery, Automated Testing.
- Expertise with JIRA, Confluence, and the Atlassian suite.
- Experience using JIRA’s Agile performance metrics to drive accountability and continuous improvement.
- Knowledge of the Human Centered Design approach for developing digital services.
- Excellent written and verbal communication skills.
- High-level team facilitation, conflict resolution, best practice implementation, team empowerment, and transparency.
Preferred Qualifications:
- Experience working in the healthcare industry.
- Federal Government contracting work experience.
- Prior experience working remotely full-time.
- First-level Scrum Master certification (PSM I, CSM) preferred.

Pay Range:
The final pay for this position is influenced by factors like work experience, skills, certifications, geographic location, and contract provisions. The pay range for this position is $68,325.00 – $116,152.00.
